Turn Level 1 safeguarding topics into an owned work plan

Assign preparation actions and references without inventing a compliance score.

Published 30 October 2026 · Federal Bid Partners resource · Free to use

Knowing a requirement exists is different from operating it consistently. Use this work plan to assign roles and next actions across the basic safeguarding topics. It is a preparation aid, not a self-assessment, MET determination, SPRS submission or affirmation.

Use the topics as a planning map

The initial rows paraphrase the 15 safeguarding paragraphs in FAR 52.204-21(b)(1). Some paragraphs contain several distinct activities. CMMC assessment requirements and objectives need their own official mapping; a completed row here does not establish that every applicable objective is met.

Read the exact clause and applicable CMMC guidance rather than treating these short labels as the legal requirement. Several paragraphs contain multiple activities; review each exact clause paragraph and the applicable assessment objectives.

Confirm the environment before collecting evidence

Use the FCI scope described in 32 CFR 170.19 and the requirement that applies to the engagement. Check the people, systems, locations and service dependencies involved. A company-wide policy may be relevant, but it does not by itself show that the scoped environment follows it.

Enter only role labels and nonsensitive references here. Do not enter account lists, IP addresses, passwords, customer information, FCI or configuration details.

Assign the next action someone can perform

A useful action has an owner and a checkable result. “Get compliant” is too broad. “Review who approves accounts and identify the review record” is a bounded preparation action. Record where evidence will be handled in the approved environment rather than uploading it here.

  • Plan: identify the work and owner.
  • Collect: assemble approved evidence in the project environment.
  • Verify: have the responsible role check actual operation.
  • Needs review: resolve an unclear requirement or scope question.

Read the fictional visitor and access examples

Only two rows in the fictional example contain invented role and evidence labels. Their planning states show next steps, not findings. The remaining topics still need owners and actions. The summary counts planning references; it does not award points or interpret a CMMC score.

The current Level 1 rule requires all applicable requirements to be MET and does not permit a Level 1 POA&M. Do not turn this preparation list into a claim that open requirements are acceptable assessment findings.

Scope professional help around the unresolved work

Ask whether you need boundary clarification, implementation support, evidence organization or preparation review. Confirm which work your staff and existing IT providers will perform. Keep the official annual self-assessment and affirmation responsibilities distinct from purchased readiness assistance.

Export this plan for your own review. A professional support discussion should identify responsibilities and acceptance checks; it should not promise a passing assessment from a completed checklist.

Build your local planning brief

Make a bounded planning brief, then download it for your own review. Use role labels and nonsensitive references rather than names, credentials or source documents.

Your entries stay in this page’s memory. This worksheet does not upload, email or save responses to a server or browser storage. Existing site scripts continue to operate under the site’s privacy policy. Download before refreshing or leaving. Do not enter sensitive, personal or customer information.

Your local planning draft. Use the fictional example to see how the tool works.

Use nonsensitive categories and role labels. No worksheet responses are included in service or email links.

Review the brief before requesting support

  • The short topics have been checked against the exact requirements.
  • Each preparation action has a responsible role.
  • References point to approved evidence handling, not sensitive content.
  • Planning states are not presented as assessment findings.

This tool organizes preparation. It does not update an official record, submit an offer, certify compliance or guarantee an award, assessment or processing result.
